Job Title: Chief Operating Officer, Tricare Services Unit
Location: Philadelphia, USA
Reports To: President & CEO Americas & Northern Europe (direct)
Senior Executive Vice President (functionally)
Direct Reports: Director Global Operations; Chief Financial Officer; Network Director; Training Director; Medical Director; Project Integrity Director; Contract Manager
Overall Purpose Of The Job
To lead the Tricare Services Unit to ensure its continued financial and operational success.
Specific Responsibilities
• Provide effective overall leadership of the Tricare Services Unit in a manner consistent with Client's vision and core values.
• Be responsible for the Tricare Services Unit profit and cost centers.
• Provide ongoing management of the Program Management Office in Philadelphia.
• Provide effective oversight and management of the Tricare Services Unit sub-contractors.
• Provide effective oversight and management of the Global Customer Services Centre in Philadelphia
• Develop efficient, effective, quality services in accordance with the annual budget/operating plan and the TRICARE Overseas Program Quality Plan..
• Act as the key interface with the client at senior levels for ongoing operational matters.
• Ensure compliance with the Tricare Overseas Program deliverables.
• Prepare and monitor the annual budget, and produce timely and accurate financial information.
• Manage the human, financial, administrative, logistical and capital resources of the Tricare Services Unit.

Required Work Experience:
- Must have had general management experience.
- Must have had experience of managing sub-contractors.
- Must have experience of the US Department of Defense
- Experience of Federal acquisitions/contracts is a key requirement.
- Experience of US government procurement contracts would be preferred.
- Empathy with the military through overseas assignments or through personal or family exposure. Military background is not required or essential.
- International exposure, although actual experience of living overseas is not essential.
Required Qualifications:
Graduate from a premier university with strong academic achievements. MBA preferred.
Travel Requirements: Occasional travel will be required.
Required Languages: English
Security Clearance: Security clearance will be required for this position
